Tennessee River Waterway Management Plan
The Tennessee River Waterway Management Plan (TRWMP) was
developed to facilitate quick, orderly and safe response to deal with navigational
emergencies on the Tennessee River and its reservoir system. The plan was jointly
prepared by the marine industry, the U.S. Coast Guard (USCG), U.S. Army Corps of Engineers
(USACE) and Tennessee Valley Authority (TVA).
The plan provides guidance for marine operations and
transportation emergencies on the Tennessee River. Some river emergencies
significantly disrupt navigation and may be caused by a natural or manmade disaster,
or a combination or both, as well as high or low water navigational crises. The goal
of the plan is to serve as a guide for officials of USCG, USACE, TVA, state and local
Emergency Management Agencies, and the marine industry to facilitate the safe and orderly
movement of barge traffic during a navigational crisis. Also, the resources of this
plan could be utilized to minimize the impact of certain waterway maintenance functions,
such as lock closures or bridge construction or demolition.
Included in this plan is complete information regarding the
marine transportation emergency response network; system management and control; safety
advisories; safety zones; vessel traffic control system; communication network; criteria
of the watch phase, action phase, emergency phase and recovery phase, situational impacts
on navigation; and other pertinent information.
